So how do you counter Proxy Singed players?

Stack items are actually the best way to counter singed when you know for sure he's just suiciding all the time. Free stacks :3

Sustain + Waveclear

Whole point of proxy Singed is to distract you. Focus on your purpose of the lane (Farming, sustaining) and he becomes useless.
Just focus on shoving creeps under tower. Eventually when you scale well enough (like vlad or olaf) you can just clear a wave of creeps and start shoving as well.

You know you can't be over 100% correct :3 And lies all lies. You should sustain in lane and wave clear, and catch him in base when u B, after he dies just ward up and find out his route to your base, and don't let him through...

Incorrect. He has to be dealt with in your base, or you will lose your mid tower. Your mid will be significantly gimped, and if not dealt with, the singed will get 12 creeps every 30 seconds, and he will get double the cs you will and he will outscale you. this is 10000000000000000000% incorrect.

Keep up in farm, Have something that can waveclear and prevent your tower from dieing, and buy a stack item for when he feeds.

Also renekton can be good anti-proxy because after a couple of items renekton can proxy himself

Vlad is good. He has no mana and can infinitely sustain with great scaling.
FYI Druiddroid said it himself that Darius and Vlad are the hardest to proxy against.

I'd say Vlad isn't a great pick as he need levels to counter it. If Singed starts to proxy level 1 he'll have a hard time. A better pick would be tryndamere or Nasus.
