I thought AP TF was the most effective way to play him? I know the US LoL forums have pretty much fallen in love with AP TF (though that doesn't seem to be the case for US players in general, still see lots of AD TF)
Lets see the advantages of AP TF were something like:
-Very easy to get max CDR so more Destiny
-Very strong poke from wild cards
-"Pick a card" and "Stacked deck" makes his damage potential just as high if not higher than AD TF
-Almost as good as AD TF in terms of pushing due to lichbane proc
-I'm not sure if they patched it out yet, but zhonya's hourglass can be used during destiny port, so easy escapes

AP TF is far superior vs squishies with burst damage, AD or AS TF is good vs Tanks with the likes of Madreds and SotD.
AD for consistent damage, AP for burst.

Ahhh... Both are viable. Usually I play AP TF in ranked or with a full premade, AP TF is very team dependent since he can't backdoor as effectively as AD TF.
His Q is easy to dodge, but I heard they will be buffing it soon in some patch... After that Im pretty sure ill stick to AP...Since the range on his Q is just beautiful
My main concern with AP TF is that late game it gets pretty weak if the enemy just stacks tons of MR, the best and most obvious solution would be getting a void staff... AD TF however just becomes a monster late game who can get a turret down in 1 second.

My vote's for AP. I think there's champions that do what AD tf does, and they do it better. AP tf has a unique role that really compliments his skillset.
