Organized by ELO, if you're brother is a low ELO you're going to be matched with players closer to his level, which would explain why you're usually team leader as well. He might need to pull himself out of low ELO hell if you don't want to get stuck with bad players.

Whoever hosts the premade (organises the team party by sending the original invites) is the team leader, then it goes in order of ELO (so you could have 900 ELO, but still be at the top before someone at 1700 ELO because you organised the premade 5).
Highest Elo in Solo Queue/Duo Queue becomes team leader.
