What about the fact that almost all jax players combine empower with leap strike. 50 damage is not that much, but because it scales so well it does alot of damage. Throw 
Empower on there and you do alot more damage.
So I think the real problem was the scaling, and the fact he has an abillity that gives his next attack extra damage.

His scaling was fine. It's the early damage that is a bit too much and thus the base should be nerfed.

Good Jax players get AP/AD marks/gylphs to abuse that passive's free-gold effect as much as possible.
The scaling is what mattered.
