Twisted Treeline is unbalanced because Summoner's Rift is gift higher priority.
There's no real counter to Singed.
Just try to ignore him, don't let him toss your carry, and kill his squishies. Singed is one of the best tanks in the game, but he's reliant on teammates to follow-up his Fling.
Only thing I can recommend is having a consistent slow, or a short-cooldown dash that lets you travel the map better then him.
He has no gap-closer.

-Ignites hurt his health-regen, Madred's helps with bringing down his HP, true damage cuts through defenses.

A good counter to Singed in a 3v3 would be someone who has the ability to jump or get through walls such as Tryndymere, Renekton etc. Cait is excellent because singed always has the instinct to chase people down and you can easily use traps on him and shooting him and q'ing him when ever he hits one but if you are in a bad situation you can use her e to get through walls that would get you away from him. xD

Singed is just a friggin nightmare. His poison pops off all the banshee's veils... he has crazy mobility, insane survival and is so ****ing annoying.
Your best bet if you are on the front lines is to get a FoN or hexdrinker?... but then again... you cant stop singed D:
