Of all the AD carries, Ashe is the only one with no escape mechanism or mobility boost, and yet she is still one of, if not, the best. So why is it that Riot designs all of the new AD carries with escape mechanisms? Are they actually necessary to the role?

she can get away from anyone with her ult, frost arrow, and volley. From my experience with Ashe id say she doesn't need an escape with all the stun/slows she has.

Ashe is only good because of her utility. Global, albeit unreliable, stun/slow. CV that lets her get extra gold to compensate for terrible farming game. Her teamfight presence isn't that great because of how little she hits after the first attack. I think RIOT is trying to cater to the newer players who don't know positioning by giving them something that does it for them. For a couple people, (Ezreal/Trist/Vayne) their escape skill is a part of their kit and should be used as such.

If they follow Ashe's example in terms of designing for utility instead of safety, they might be able to solve their problem of having a bunch of underwhelming AD carries.

No. If they cater to interesting, RIOT will actually have to think. They don't pay them to do that.
Personally, a lot of the old champions are a lot better than newer ones. Like Ezreal. He lost his heal because it was OP. Now he's in the lower bracket of carries and RIOT still refuses to give him his heal back. Instead of buffing him, they're bringing people down to his level.
RIOT continues to make OP champs and then nerf them. It's like they want everyone to be a melee tank because, as of the past few patches, that's all they've been buffing.

And IMO bringing other champs down to another champs level AND THEN slowly cautiously rebuffing them is most likely what they are going for.
