I just use other champions of similar role as a model for stats, honestly. Made another one on my blog btw.

First you want to decide what your champion is (support, jungler, caster, ad carry, whatevs). Then i think what his abilities with be and compare them with already existing champs, fix the numbers, and there you have it.
