You're speaking full skillshot damage vs. one of the most mobile champs in he game. Also, have you ever seen what kind of damage LB's Q-R does to Ahri at level 6??
And if you're gonna build Ahri really tanky, you will have no damage and, in fact, LB would still partially accomplish her goal.
If you can beat LB as Ahri, it's your personal skill, not the efficiency of the champion. Judging from mechanics only, I see no way that Ahri should be beating LeBlanc normally.

Farm at extreme range with Q, rush abyssal scepter.
Loses a bit of CS, doesn't get kills, but at same time beats LB by dragging it out, and keeping her in mid as much as possible. Prays rest of team is not brain-dead.

Why not play morgana, sion or mord then?? Can do just the same, but actually be better at it.

Standard 21/9/0 offensive masteries and full magic resist page Vlad is my daily pick against LBs. She cant leave lane ever without creeps being instapushed.... I scale better in teamfights....
Buying HP helps for dmg scaling for me and nullify IK potential.
I am scared of my own jungler who tend to feed her as I have medium dmg, they have low dmg, LB cant kill me at all. But these no mresist junglers are like cake for her around lvl6.
