Janna is indeed quite a capable support, but she's not the only option. I'd say she's the safest one since she's able to counterinitiate and retreat out of a bad situation (which was probably caused by your AD :P) while still having a profound impact on the game.

For duo queue, I'd recommend Blitz, Ali, Leona or another kill-lane support, especially in low elo. As a bot lane duo, you're going to want to get an edge fast so you can overcome any fed opponents by mid game. Simply forcing a farm lane often isn't enough to make up for your solo top who goes 0/4. In a duo queue you should be able to trust your AD and coordinate well, so a kill lane works quite well.

Other supports like Soraka are just as strong, but have little impact on the game if the rest of your team is stupid. She's a great support though.
Thanks to Janitsu for the sig!

Supports that can semi-carry.
Janna
Taric
Alistar
Leona
Blitzcrank
Learn to master at least 2-3 of these if you want to be successful in ranked.
I usually play as Janna or Taric.

As a rule of thumb though, considering what has been said, one might want to draw the conclusion, that – strictly for rising in elo – one should pick a carrier hero if one is higher elo in team (represented in ranked as the pick order) and supportier/less carrier if one is on the lower end of the scale. This would be most efficient regarding the effect I described in the original post.

However elo is not everything. I, personally, alway pick what the team is missing or noone else wants to play. This also takes into account that people tend to play the position thy like better.

okay if you want to hardcarry games in soloQ pick Blitz, Alistar, leona, taric and just faceroll botlane + midlane.

If you are good you will be able to get 2 lanes fed (sometimes even the junler)

Well, have to give my 2 cents as well, as I started to play more solo support instead of jungeling non stop.

The things I have seen in the last 100 matches of solo queueing as a support with strangers is that I believe, that the lower the elo, the less impact you will have as a support.

Let's assume that low elo equals less player skill (at least that's how it should work).
When you are at a very low elo then chances are high that your carry does not know how to treat minion waves, how to freeze lanes, last hit, last hit under tower, when to engage, when to retreat, etc...

For you this means that you are dependant on the correct reaction of somebody that is not very capable. You can make the best initiation ever and still get killed because your carry decides to run away (Try hardcarrying with Leona if your teammate goes last hitting while you engage their carry- don't tell me you believe you can kill him 1 vs 1) or engage once the enemy carry has shredded you half dead. Or your carry engages in a situation that says "attack now and not even hacks can keep you alive" in big letters.

So if you want to support at low elo I recommend to play support champs that can keep your carry alive and give some form of CC. Soraka is nice, because you can keep "I press a skill every time it is off CD- trigger happys" mana infused and alive by healing them up constantly, while still having the possibility to silence the enemy. Or Alistar, as you can headbutt the enemy away in a terrible engage or lock them down while still keeping the carry alive when he does dumb stuff.

If you like playing champs like Leona, who have a strong CC set but no heals, then you must rely on your carry to know when to follow up and when not to engage and how to stay alive as their mistakes are less forgiving.

I do even believe, that playing support with very unskilled carries will not help you to get much better at playing support as you will hit a wall after a while.

Yeah, you can practice proper warding, informing the team about misses that other lanes dont tell, tell the jungle timers when your jungler is derping again (and not keeping track) and all that stuff. It just does not matter much when you cant train proper tactics as you get sabotaged by a baby with a Dorans Blade.

So, my recommendation would be:

If you want to support yourself into high ELO, then either duo queue with a friend that loves playing ad carry or play a defensive / healing+ cc orientated support at lower ELO to balance the failures of your random lane mate (if he is good you will win lane anyways);
Once you get higher ELO and playing with randoms their mechanics and game understanding should be at a level where with brief communication or a ping or a good initiation they should know what they are supposed to do and that's when you can develop better tactical play. At this stage you can pick whatever support you are comfortable with, as long as it fits well into the team composition and counters the enemies in your lane well.

TL;DR:

At low ELO, if you must/want to support, use champs with heal and CC to keep the dumbass next to you alive.
At higher ELO enjoy the game as it is meant to be played.

If you are a good support, you will win just as many games as other roles. Seen many players maining support to get to 2k, "Supports can't carry" is simply not true.

Truth is that support cant carry ******ed AD. Semi good AD ok, but not ******ed.
But as mentioned, semi- and good ADs can be carried by you.

Other thing is - you cant play your best other role 24x7, with asking for support you will have it 95%.

Playing a support is just more punishing if you make mistakes if you wanna carry imo (eg: wrong warding at wrong times)

Just play correctly as a support and you'll carry.

In case you guys didn't know supports carry the lane. Not AD carries.

Make obvious engages when you're supposed to, and carry your ad carry.
