The guide has been updated.

I've added many more situational items, and made Muramana core. Why? I didn't realize it at the time I first made the guide, but Muramana's active procs on Fling, and can stack with on-hit items that Singed might build, such as Lich Bane and Iceborn Gauntlet. It's become an essential item, for me.

I've also reorganized the items section, and accounted for updates to Ohmwrecker. As it no longer has mana, it has been moved to the new Situational Items section.

Muramana gives another thousand mana to my build. Not only does it give you more Health and AP( Empowered Bulwark and Seraph's Embrace), but it gives you more AD so that you do more damage to turrets. It's active, while it burns through your mana, nearly doubles the damage your basic attacks do.

Looking at it now, I agree about the runes. I'm not sure what you mean about the items and masteries; they're plenty viable, especially now that I've changed the masteries as according to Meiyjhe's suggestions.

Agreed. Definitely get scaling MR and your masteries are odd. Barrier is pretty bad, I'd replace it with something like Exhaust or Teleport.

Barrier is, again, necessary to my playstyle. It allows for amazing baits versus the enemy top if you're losing, and makes for great escapes when combined with Seraph's Embrace's shield. I've gotten a double kill early where I would've died because of Barrier, when a jungle Nasus ganked me with Garen as his solo top. I was low HP, and Nasus came charging out of the brush. I ran and turned on my Poison Trail, let him follow me, then Fling'd Nasus into the turret, killing him. I then turned on my Ghost and walked in front of the(now low-hp from chasing me) Garen until he died.

As far as runes, i'm changing the Quintessence of Ability Power for Quintessence of Movement Speed as suggested by a friend. I'm also changing the Glyph of Magic Resist for Glyph of Scaling Magic Resist and Seal of Armor to Seal of Scaling Armor.

Guide is pretty decent, though I find your build a bit strange.

Items
Muramana will take for ages to stack it full, unless you autoattack the enemy all the time.
Ohmwrecker is a pretty meh item, I think both armor wise as manawise, Frozen Heart would be a much better option. The active of Ohmwrecker is strong early game, but late game, you barely feel the turret.
Boots of Swiftness is good and funny for AP Singed, but you will really need your tenacity somewhere. You shouldn't underestemate the power of the CC :O

Skill order
Also, maxing the slow before your fling will help you a lot as a tank being. You really can turn fights around with that slow when used well. If you max Fling over the slow, it will only do a bit more damage and has less CD, doesn't seem worth it to me.

Masteries
The masteries are also a bit strange. I think you shouldn't underestemate Honor Guard , the 3% reduced damage taken for just 1 point, seems pretty good.
Durability , Veteran's Scars , Block , Juggernaut , they all seem better than Greed , Safeguard and Legendary Armor

Conclusion
Like said before, I like the guide itself, for that reason, I won't downvote.
However, these tips I gave you, I believe you should think about it.
