Your skill order for Lv1-3 is correct. HOWEVER.
You max either Death Sentence or Dark Passage first, depending on your lane. If you are doing extremely well, go with Death Sentence to keep feeding your carry. Otherwise, upgrade Dark Passage, as its utility is excellent for shielding and unsuspecting ganks. Flay is always last because it's essentially just a weaker version of Dark Passage.
I understand why you have Sunfire Aegis: you think the armor is a nice thing, and you'll be pulling your enemies, so you may as well deal damage. But the matter is, you're still a ranged champion; oftentimes, there's no need for you to be right up next to them, and your pulls barely pull them in range of Sunfire Aegis's passive.
In almost all cases, I would recommend Runic Bulwark as a definite item. I have lost so many games because not a single member on my team built Aegis of the Legion. Failure to build it = loss in many cases.
Randuin's Omen is okay, but you should probably leave that on your team's tank, where the focus will hopefully be in combat (and who will stay alive longer). Maybe Frozen Heart would be a better choice, as Thresh is an off-tank and it gives 20% CDR.
Mikael's Blessing is a great item. It makes up for your lack of a heal slightly, and it gives many stats a support should have. Not a definite build-this-or-perish item, but pretty good, and it builds out of Chalice of Harmony for better lane-sustain.
You should probably replace your marks with Greater Mark of Armor. If you want to be aggressive, Greater Mark of Attack Damage will at least scale with your Death Sentence passive, but I'd still use the armor marks.
You gotta get the cooldown on Death Sentence low ASAP, Flay is so close range that you're never using it as often as you should.....I'd rather be able to use my Q every 12 seconds(down from 18 seconds) from a safe distance!
Also the items you have suggested are all selfish...non supportive items only..example: Warmogs, Banshees Veil, Sunfire Cape. And Mobility boots is a bad idea on a tanky initiator, just stick to Mercury Treads.
You probably have just made a guides from these normal games you've won or from low level ranked games as you're in silver tier only.
I would do some more research if i was you.
No, that puts you WAY too far away from your teammates and you will get melted. 4v5s are NOT usually winnable.
IDK, I guess I just have a bias against flash... In every match I am in 9/10 of the players have flash, and i'm kind of a hipster (i drown in the mainstream). I hate that it is considered essential on almost every champ almost all the time, and I think Riot does too. They already nerfed it once since i've been playing, and might nerf it again. idk i like that i have such great bait potential between the shield, the heal, and the damage reduction with excaust, it usually lets me and my lain partner get a kill or two early and snowball the lane from there. It works for me and my style.
I'm talking surprise initiations when the teams are doing that mexican stand-off thing. Whoever you grab is stunned for 1.5 seconds. that's plenty of time for your team to react. There are other great uses for Flash on Thresh, for example; I often Flash simply to get the best placement for The Box.
This guide is not "in-depth", it's just "a lot of text", and a lot of that text is very questionable (having a level advantage is useless on a support that can setup kills? cait and thresh don't mesh well? all news to me...), but I'm sure people will upvote it anyway because it has bbcoding and it's long.
You are welcome to develop your point here, since you are very, aaah... scarce on the details.

I do take Biscuiteer and Explorer when I am with 4 other people I can communicate with, or when there is a high probability of invade. I totally agree with you on that, it is just that I find in solo queue it is often wasted or misused. Nevertheless, I will update the build and put those 2 instead of Strength of Spirit in priority.
Good point, I'll change that, since it may be too much, and even more if I have mana regen glyphs.
Indeed having Death Sentence maxed after Dark Passage gives you GREAT harass. The only problem I have with that is that around level 10 or 11 you enter mid game and you no longer really can harass on the lane. That's why I favor Flay for the roaming.
Duly noted, I'll fix that.
There IS a cap, not in souls but in bonus. Max bonus is 500 AP and armor.
Concerning discarding Flash, it is much too risky in my opinion.
Honestly, what you suggest here is what I do with most of my supports. I don't say it is not viable, on the contrary it is a very good build, and definitely a good one with Thresh. I think I will consider discarding the Warmog, since OTGBionicArm also suggested something like that, for the Twin shadows instead, but I do feel like Sunfire Cape is worth on THresh. Health has become more interesting than armor, and beside the AP carry I rarely take much magic damages before getting some MR.

Flash is just too valuable. Not even for the escapes, it's for the surprise Flash Death Sentence initiation. :p
Your runes: The seals, marks, and quints I agree with, however I believe you should make ALL your glyphs scaling mres (since he is stuck at 30 all game long if you don't buy mres). Your goal is to be tanky, and having all that massive resist mid game makes ALOT of difference if you just have your boots, philo stone, kages, and sight ward.
Your masteries: Agree with everything except the 2 points in strength of spirit. those points should be spent on biscuteer and explorer. The 1 minute free wards helps keep an eye on red for your jungler, or keeps an eye on your tri bush, or lets you NOT facecheck your bush in lane (cant tell you how many times i've gotten a kill that way, its too funny). PLUS you start with 4 wards instead of 3... ALWAYS a plus.
Starting items: Agree except change fairy charm for regen bead.
Now... In all of these things, I have removed your mana regeneration. Why? Well, Thresh is an all-in champ. He has decent (in the beginning) harass that turns into GREAT harass after about 8 minutes in lane JUST FROM AUTO ATTACKS because of his Death Sentence passive. Which is also why I suggest maxing Dark Passage first (like you do) then prioritize Dark Passage with Flay last for more harass, as Flay is meant to be another form of CC after you jump on them to guarantee a kill.

There is no cap to his passive, every 250 souls he gains a stack of "soul glutton" and the number resets
I actually prefer Exhaust over Flash because you are always right on top of your enemy in lane and can pull your adc to you as you jump, so it makes more sense to get on top of them and stay there to secure the kill. Plus in teamfights you can reduce the damage of the carry by alot when you exhaust them in the fray. You can use Flay to get unwanted annoyances off your back most of the time. But that is strictly my preference. That in addition to heal (shield+heal=awesome baiting)
As far as laning goes, I suggest doing ALOT of harass with auto's, and only throwing DS when you want a kill to conserve on mana, which is why you can have the health regen and more survivability.
Now, for what alot of people look at: Items. Mostly, they are good. However I would make one or two amendments.
Firstly, I suggest grabbing a kage's lucky pick soon after your philo stone is done. After you have your kages, philo, boots, and sight stone, I suggest going for the Aegis of the Legion at that point. Why? Because it it alot cheaper and has alot more parts you can buy a bit at a time to stay competitive in lane rather than wait for the 700-1000 gold for either the chain vest (which, thanks to your passive, you really shouldn't need yet unless your enemy laner got fed) or the massive health from giants belt (which, again, you shouldn't need, as sight stone gives you decent health, and Thresh base health is pretty good anyway). After you get that, lanephase will def be over and you can focus on other things. My suggestion would be to look to upgrade the kage's after it has AT LEAST paid for itself into Twin Shadows. After you get the utility from that, then you can feel free to stack health like a mofo. Or switch those two, and keep gettin the cash from kages.
As far as boots go, I really think ionians is fairly important, and should still be considered top 3 with mercs and mobility. His CDs are STUPID long.
I don't think Spirit of the Ancient Golem or WOTA are viable picks on him, and Twin Shadows deserves a higher place because of the mres (which is precious on him) and crazy utility and safety checking it offers.
Just a few things I think you may want to test out on your next run through or two. Other than that the format was good, the item and theory explanations were good, I think you got a good grasp of thresh!
This is a good time to point out that no one plays Kayle as an adc, so don't bother writing about her ^^.
