(Written before his incoming nerf)
Overbuffed enough to be a threat to what should be his counter. A good Aatrox won't let you kill him at all. If he builds Divine Sunderer, there is nothing you can do.
Bring ignite and pray that he plays poorly enough so you can kill before level 6 (he will comeback eventually).
Conquer make trades better.
Akshan
Not extreme because of how cocky Akshan players tend to be.
You don't touch him unless he REALLY wants. Extremely mobile while building what Kled hates (BORK). If you eventually land your E, you can actually kill him with ease. Otherwise, there is nothing you can do here. Avoid feeding him. He will also melt you on TFs if he focus on you. Pray for the player controlling him being bad (which will happen very often).
NEVER go Grasp here.
Camille
Her lane phase is safe enough to make it almost impossible for you to kill her (virtually speaking). Her poke is more effective than yours. Not only she has more range, but her shield will reduce your poke down to almost nothing. If an all-in happens, you can win early on. After she builds Divine Sunderer, you will almost always be bursted the instant you dismount. Don't count on remounting if you are her focus. BORK and Lethal Tempo really helps this matchup.
Cho'Gath
His E is insanely strong against Kled. Also, his R makes remounting really hard. Bring lethal tempo, build BORK and avoid his E poke.
Darius
This matchup depends on how good the Darius is. If he knows this matchup, you will have quite some trouble killing him. If he doesn't, you can spam kills on him. Flash + Ghost is good here if you are not confident enough. If he lands his Q sweetspot, you already lost the trade. Trade level 3-5. Level 6 above he has advantage if he builds Steelcaps. If he doesn't, you can burst him before he dismounts you.
Overall, he always outscales you.
If you run ignite, run conquer. If you run ghost, run lethal tempo.
Dr. Mundo
You reduce his healing with your Q while consuming his passive. Bring ignite and lethal tempo. BORK is really good here. You won't dive him tho. His Q poke is dangerous, avoid it.
Fiora
Dodge/ Ban worth
One of Kled's worst matchups. Her entire kit is extremely efficient against Kled. Her passive is perfect against you, her Q has less CD than your E, so you can't run away efficiently from her. Her W cancels both your Q pull and your W damage. Her E makes you hit so slowly that sometimes you can't even land all four hits of your W. If you, somehow, is going to play this matchup, bring lethal tempo. This will make you have the chance to remount. Barrier/ Exhaust are good here too. DON'T PLAY THIS WITHOUT FLASH.
Be ready, because she will melt you the entire match. Your only chance is landing good R's on other lanes.
Try to keep the wave close to your tower. If you push, she wins the trade even with your minions hitting her.
Gangplank
His poke is better than yours. He outranges you. He outscales you really fast. Pray for him letting you land some full combos before he hits his spikes. Lethal tempo if you wanna play safe. Conquer if you wanna bet on all-ins. Ignite is essential if you can't count on your jungle.
Garen
He literally walks straight on you the entire game. Good thing is that there is not much mechanics to spect from him, so you can avoid that. If he builds crit, you have a chance. If he don't, just don't trade with him like... Never. 2v1s are possible against him tho.
Gnar
If you land your E, you can follow his jump with the recast. If you get close to mini Gnar, he is pretty much dead. You can also win against Mega Gnar, but be careful with his CC chain. After Divine Sunderer, he has advantage but still pretty squish as mini Gnar, so you can keep killing him if he lets you do so. Conquer is more efficient here.
Gragas
He will have a hard time killing you, but you will have a hard time killing him too. His E > Your E. Also, on TFs, he is a torture because of how much he can move you from your target.
Graves
He has low range, so you can land full combos on him during early stages. Once he has 2 items, he becomes very hard to stick on. His smoke is a headache, try to bait it.
Gwen
Has a ton of damage against Kled. If she has W, you can't win the trade at all. You need both damage and MR against her, both you don't build Wit's End at all. Tough matchup, but you can kill if she uses his W poorly. After 6, she always win trades if you are not ahead. Avoid being poked. Conquer is good here.
Heimerdinger
You burst him fast enough while being a hard target for his E. You can ignore his turrets if you land everything. After Zhonya's, you may be more careful. Overall simple matchup. Bring Conquer, run at least one tenacity on runes.
Illaoi
Not that bad virtually, but she builds Divine Sunderer and her R reduces her W CD, meaning that she will spam Divine Sunderer on you when she ults. Translates to: Wins a trade post-Sunderer even if she misses her entire kit.
Don't play on her R. Your W helps destroying tentacles.
Bring ignite.
Irelia
Probably the biggest BORK + Sunderer abuser of this game. Post-items you can't trade against her never. Pre-items you can win if she uses her W poorly. Use your E to dodge her E, don't walk on her R border at all. After her W is used poorly, you can one combo her to death with ignite + conquer.
Jax
Ban/ Dodge Worthy
Deals both AP and AD damage, builds Sunderer, BORK, cancels your entire W damage with his E, gets more armor on R by building straight damage. Wins against you at any stage of the game. You can actually kill him before the first recall if he uses his E poorly and you can full combo him after that, which almost never happens. Besides that, you will have a hell of a time.
Jayce
You can one combo him for a long time of the match. Avoid his poke and you should be fine.
K'Sante
He deals much damage on you and can tank/ dodge your combo with ease. He is hard to kill, and after 6 you lose the trade. Only way to kill him is if he plays poorly. He can one combo you if you dismount after 6 and he has his entire kit available. Just avoid being poked, avoid trades unless he misses everything.
Kayle
You can one combo her + Dive her if she doesn't have ult. Freeze close to your tower so she exposes herself if she wants XP. After 11, you don't trade solo unless you are very fed. Until there, you are the one in command.
Kennen
Extreme threat if Kennens knows this matchup. Otherwise, even.
This is, on my take, Kled's worst matchup. You won't kill him on lane. You won't kill him out of lane. He is better playing with his team than you. Also, he won't let you kill anyone on his team.
Just dodge that one, really. Not worth the risk.
If, somehow, you play this matchup, run double tenacity on runes and ignite. Pray that he lets you kill him at least once.
Lee Sin
Lee Sin Top is weak now. Be careful for his R, as if you hit your team it will deal good damage. Otherwise, simple lane phase. Build whatever you want here TBH.
Lillia
Absolute nightmare. Hard to land your combo, she builds double liandry and her passive melts you the entire match. If she rushes Frozen Heart, you can't even kill her anymore. Pray for her to let you kill her at least once before she builds something.
Malphite
Tank Malphite is extreme. Nothing you build will make you kill this guy. He also is better in every single concept on TFs.
AP Malphite is minor. He will be so damn squishy that you will spam kills on him after you build the least ammount of MR.
Maokai
Your Q stays on him even if he uses his W. You pretty much always win the trade, as he can't properly deal with your E. BORK is effective here.
Mordekaiser
Very sensible matchup. Anything you do wrong here will cost you. Post-Riftmaker he ALWAYS wins. Run conquer if you are confident on getting fed. Run lethal tempo if you wanna play safe. Full combo him, walk back, repeat. Avoid dying to him after he hits his spike.
Nasus
You can deny him a lot before level 6. If he has ult, you lose the trade. Try to bait it, even if you need your R to get away from him. BORK is good here. After Sunderer he always win.
Olaf
Avoid his Q poke while trying to poke him with your Q. You win level 2 with ignite. After level 6, just run away until his ult expires.
Ornn
Kled is supposed to be a lane bully. But him against a tank that builds items away from his base. Yea. Not only that, but his W deals damage based on health. Not only you don't kill this guy, he kills you and even more: He can triple brittle you to death lvl 6+. Just farm and play for other lanes.
Pantheon
Your E is good against his E. Level 3+ you win, but he outscales you. Be careful if you dismount, he can one shot you.
Poppy
You don't have E against her. Her CC lock don't let you have the chance to answer. Has max hp damage on Q, one really good poke on her passive and builds Divine Sunderer. Try to farm and play for other lanes.
Pyke
You one shot him at every stage of the match and with almost any build. On TFs he can be annoying if fed, otherwise is just a free kill.
Qiyana
Your Q and E gives you magic vision under the target it lands on. She can't spam grass against you. The 1v1 is, virtually, always yours.
Quinn
You don't touch her at all. If, somehow, you touch her, she still have a blind and movespeed to walk away. The only way to win the lane phase against this one is Quinn being bad.
Renekton
After BORK, he can burst you. Before, you win the trade almost always, even if he has R.
Rengar
His W makes him tank your one combo. Very hard lane phase, avoid getting poked from his passive. After lane phase, you should not have that much trouble unless he builds Sunderer.
Riven
Riven has less cooldown than you, and she has 4 dashes and a low cooldown shield. A good Riven will never lose this trade at all. Good thing is that a good Riven is rare to see. Any common Riven player is a piece of cake. One combo her, walk away, repeat. Against a good Riven, never trade if she has Q unless you are ahead. If you miss your E (which is likely), she just punishes the hell out of you.
Rumble
Low cooldown shield, movespeed, his Q has a high range for a melee champion, he has max HP damage on his passive. Avoid pokes. On short trades you can win. Never extend unless you are ahead or he is low enough.
Ryze
Rod of Ages is busted. He has not only a target stun, he has movespeed steroids on his kit AND his core rune. You will play against a ranged that you virtually never touches, you will be denied of farming if he is good enough, and he outscales you. Even if you stick to him, he can run away because of his short cooldowns. Hope for your jungle here.
Elise
Best jungler for Kled. She is an early game jungler with AP damage and dive potential.
Here is how this synergy works:
You crash the wave level 3-4. Elise comes. You start the dive. When you dismount, tower aggro changes so Elise starts to tank the tower shots. Then, Elise resets the tower aggro with her E on spider form. All of this while both of you are hitting your enemy. Even tanks have a hard time tanking this combo. Saddly, i never saw a Elise player that abused of this synergy.
Ivern
Helps you to get close and stay close to your target. Peels you a lot and buys a lot of time with his slow and hard CC with R/ Q. Being an AP character is the cherry on top.
