Leona's biggest counter is Alistar. If she uses her E + Q combo on your ADC, it is really easy to waddle up to her and Pulverize (Q) her, and knock her into your minions and/or tower. Additionally, if Leona engages too far from her ADC, you can Pulverize (Q) her and knock away the enemy ADC with your Headbutt (W), and deal free damage to Leona without taking a whole lot back.
If you ever get caught out and stunned by Leona's Solar Flare (R), you can use your ultimate and remove the CC.
Blitzcrank
An Alistar vs Blitzcrank lane is very dependent on how your ADC and the enemy Blitzcrank plays. If you see a trend of your ADC falling for too many hooks, try to take the hook for them instead. This is easier said than done, so if they DO get hooked, try your best to W + Q combo the enemy ADC before they can react. Alternatively, if you are very close to the enemy Blitzcrank, you can Pulverize (Q) him and Headbutt (W) the ADC away.
Braum
Braum is a fair match up against Alistar. Avoid taking too many passive stuns, as they can wither you down quite a bit.
Tahm Kench
Tahm Kench can deal tons of damage with his poke; however once he's low on mana he's pretty much useless. If you ever get eaten, you can always use your ultimate to get out; however, this is not recommended as using it in that situation is usually a waste.
Nautilus
Nautilus is quite tanky and has a lot of CC, so it is not a wise choice to be the engager early game. Save your abilities for when your ADC gets hooked, so you can disengage from an unwanted fight.
Thresh
If your ADC is hooked, you can choose either to engage and W + Q combo the enemy ADC, OR you can choose to disengage and Pulverize (Q) Thresh and Headbutt (W) the ADC away. Thresh is fairly squishy early game, and his damage is not very high. Once you kill the enemy ADC, Thresh is a free snack.
Soraka
Absolutely broken this patch, positively DO NOT ENGAGE WITHOUT A THIRD PERSON. You and your ADC will die before you deal 100 damage to the enemy ADC or Soraka. She will spam heals and heal up all the damage done to her ADC, and regain her own health with her W's passive Q heal.
Janna
Janna can easily prevent your combos with her disengage spells (Q and R) and her shield is a nuisance to deal with. Watch out for cooldowns and her mana bar, because Janna's Monsoon (R) is an ultimate, whilst your combo is not.
Shen
Shen will constantly target your ADC with his taunt, so using Pulverize (Q) on him can open him up for free harass. However, most of the time YOUR ADC will take a lot of free damage from the enemy ADC, so to avoid this you can Headbutt (W) the enemy ADC instead.
Zilean
Zilean has lots of poke and can be really hard to deal with, especially in early game; however, he falls off quickly at levels 4-5 compared to Alistar, so make use of this small opening and engage on him (Note that this may be a bad idea if their ADC is a hyper carry such as Vayne).
Karma
Karma has insane poke, so do not engage unless she has low mana. Focus on healing up your ADC and dodging her skillshots.
Sona
The Goddess of Poke, Sona will whittle down you and your ADC early game. Despite this, she is extremely squishy, so engaging with a bursty ADC (such as Vayne or Lucian) or a third person (such as your jungler) can easily result in a quick kill. Be careful about her ultimate, Crescendo, because it can screw up your combos.
Annie
Annie has decent poke, but only one source of CC (her passive), which can take a while to come up. Take this into consideration, because this gives you a huge CC advantage when her passive stun is not up.
Nami
Nami's Q and W poke can be extremely annoying, and an ADC with her E boost can hurt quite a bit. Avoid her bubble (Q) and focus on sustaining during the laning phase.
Bard
The only thing you should be concerned about is Bard's ultimate, because it can catch out you and your ADC, or screw up a combo. As of 5.22, Bard's heal can be quite strong, but not Soraka broken strong. His harass can easily be healed up by your Triumphant Roar (E).
Lulu
Lots of harass and poke with her Q and passive. She's hard to engage at because of her Polymorph (W), so avoid making a bad engage by comboing her.
Morgana
Morgana's Black Shield (E) makes you completely useless. It blocks all your CC and what little damage your combos do. Engaging near her is extremely risky because of her Dark Binding (Q), which she can easily land at close range, and her Soul Shackles (R), which will stun you and prevent you from comboing anybody altogether.
