You have crafted a decent build. I am not a Zilean main player but I kind of disapprove with buying Liandry's Torment before purchasing Luden's Tempest. Because Luden's Tempest gives me the burst damage that Zilean needs if he is going Ap.
And another thing. I personally think that the support item or the gold item whatever you called it should be merged with the sightstone into Eye of the Watchers in order to have one free slot for another item. Zilean doesn't really need an item that slows the enemy because he was a 99% slow on his own - his E.

This is true, Luden's Tempest is great on Zilean. In my opinion the dmg-increase between Liandry's Torment and Luden's Tempest is simmilar - but the movement speed from Luden's Tempest helps many times to evade. Most of my games i buy Haunting Guise (for the magic-penetration and some HP) followed by Aether Wisp (for movement speed and some AP). I will add Luden's Tempest as an optional Item into my guide, but i still prefer Liandry's Torment for the core-build. I like the bonus-HP, there are so many champs around that just press R and do 1000 dmg to you ... that moment some HP will make the different between a kill or a wasted ultimate.
Yeah, people argue about my much loved Ruby Sightstone. But its a lot of HP for very little money. You will tank so many ultimates with that Ruby Sightstone ... Katarina rotating form mid to bottom lane to make a fast kill ... she jumps on you, activats her ultimate .... and you just survive it. She will never try it again :3 ... Well, i wrote it in my guide why i like the Frost Queen's Claim too. If you ward the jungle and you walk into a dark bush you might be killed by a LeBlank hiding for you ... this will never happen if you activate the Frost Queen's Claim first to check for enemys. Your slow-spell is nice, but it needs auto-attack range to be casted. And its just a single-target spell. In lategame, when the teams start battle 5v5 and u just klick the Frost Queen's Claim it will slow two enemys ... easy targets, they cant evade any attacks ... this spell is epic!
Finally the two Item slots they block: lets say 66% of the games are over way before you finish your build. And in case you reach the lategame you can still sell something and decide according to your team what you wanne buy instead. Its more the money you spend and what you get for it and Ruby Sightstone and Frost Queen's Claim give you very much for little money. Sure, Eye of the Watchers and Rabadon's Deathcap are stronger, but also way more expensive.

It also gives you another item slot, meaning you can not ONLY get another item, but you have an extra spot all game for those Control Ward's or parts of items. This is just my two cents, let me know what you think!

Everyone can decide what kind of playstile he prefers. With my build you get map control and utility for low cash.
Ruby Sightstone + Frost Queen's Claim = 3800 gold
--> 500 HP
--> 50 AP, 75% mana regen
--> a long range enemy slow/detective spell
Eye of the Watchers + Luden's Tempest = 5400 gold
--> 200 HP
--> 125 AP, 100% mana regen
--> 10% movement speed and some extra damage
If it ever made it to late late game, would you ever suggest selling your Frost Queen's Claim for something else?

If the games keeps running i sell the
Ruby Sightstone and/or Sorcerer's Shoes to build Rabadon's Deathcap, Rod of Ages and/or a 2nd Luden's Tempest depending on the enemy team (do i need Speed, HP or just more Dmg).
In lategame the enemy-movement is somehow more easy to predict. They run grouped or do simple 4+1 splitpushing. Or its just a Nexus run/defend, where all enemy positions are on the lanes, thats why the Sightstone can be replaced at that point, in my opinion.
