Guide is somewhat short but covers all the basics, the build is very good as well. Although, I don't think you should take so early, personally I wouldn't take it in my standard build as you will waste a lot of gold on mana.

The purpose of the attack marks is to activate your passive at level 1 without getting dorans blade but its totally up to you.
