Due to recent nerfs, Ezreal has lost his place as a viable AD Carry. This is why he isn't picked as often in tournaments anymore. However, Ezreal is still a fun champion and there are other ways to play him. If you are confident at hitting your skillshots with Ez, Bleu Ezreal is a viable option for you! With 39% cdr, your cooldown on mystic shot is really short, and if you can just hit those mystic shots, you can poke your opponents to death.

A standard rune page, nothing special.

With Bleu Ez, you won't be hitting a lot of basic attacks. Therefore, you don't need the crit masteries. Instead, invest 4 points in the cdr mastery.

At first glance, all the items are blue. When you complete your build, you should have about 40% cdr. This means you can constantly fire your mystic shots, (if you hit them, of course) and your ult also comes back every 40 seconds or so. The reason why spirit of the lizard elder is so good on Ezreal is because its passive applies on all of Ez's skills. Not only do your pokes hurt, they slow and burn your enemies.
