General

This is my Blue Blitzcrank build. You can play him on Toplane or as a Support. Blue Blitzcrank is a bit tanky and still do some damage. Blue Blitzcrank is perfect for trolling. If you have Fullbuild and both Tears are full stacked, your Passive will give more Shield than you have Life. So you are perfect for baiting the Enemys.

Spells

If you play as a Support you should take Exhaust as Summoner-Spell.

Items

If you are good at farming and you think you dont need the Golditems you dont have to buy them. If you play as a Support you should buy wards or a Sightstone. Try to stack your Tear as fast as possible becausse it's very hard to stack a tear with Blitzcrank but you need the Mana.
