Tips

Buy an early cull if you have extra money lying around.
It'll also make up for the cost of those Boots you'll be selling later on.

Quicksilver Sash should always be considered early when facing certain Twisted Fates

Buy a Mercurial Scimitar when possible.

Trade in your Boots for a Zeal when you feel you can do without them.

Tricks

Although it may seem counterproductive to buy early Boots knowing well that they'll be sold later on, their movement speed boost helps your positioning for mid-game team fights-- specifically around the time when those sticky assassins and supports receive their mid-game power spike
i.e.

Runes

Greater Mark of Attack Damage
Good ol' damage. Nine of 'em for easier last hitting.
Also, 8.5 attack damage means that after two attacks on the same target,
17 damage will be done.
Works out perfectly for that one extra damage point with no remainder.
Some people like to swap out one of these
for a Greater Mark of Critical Strike Chance. There's a video at the end that gives
some weight to this theory.

Greater Seal of Armor
Because minions hurt in the early game.
Make sure you buy the flat ones!

Greater Glyph of Scaling Magic Resist
Because these runes surpass the effectiveness of Greater Glyph of Magic Resist at
level 9, which is when champions recieve a power spike.
Make sure you buy the scaling ones!

Greater Quintessence of Life Steal Two of these.
Basically double's your 's utility.

Greater Quintessence of Attack Speed
Good for ya ^^

Masteries

Pretty self-explanatory.
Warlord's Bloodlust
You get rewarded heavily for doing lots of damage with your spears, bolts, arrows, rockets and/or bullets.
