About Lillia and her gameplay
Hello ! I main Lillia since she came out, and now i'm mastery 7 with this beautiful champion.
Lillia is a AP fighter, who focuses on her Q, which allows her to activate her passive. Her passive allows her to increase her speed, which allows her to hit the enemies while avoiding their attacks, such as stuns, slow... Afterwards, you must not be too crazy or you risk taking expensive ;)
Lillia is a champion who needs a team behind her to be useful. At first she has to farm up to level 6, then she can try to gank the lanes (but u can try to gank at 3). Lillia's problem is that she can't do the dragons on her own.
In the middle of the game, she will be able to use her ultimate more easily, which will give the advantage to her team.

WHY THIS RUNE ?
This runes do many things with Lillia. 
Dark Harvest is really good 'cuz Lillia can take with his E or when she teamfight, Cheap Shot combines with his E and his Ulti, 'cuz u slow the enemies.
Then, Celerity will allow you to be faster, and Gathering Storm add you damages.
