Taric is really matchup dependent to win bot lane, if you are not killing them Bot Lane don't go insane, you are still very strong Mid Game, that is if you don't suicide and commit to stupid fights bot when you are better off farming and maybe letting them take your tower.
In Melee matchups you have an easier time, you can abuse their long cooldowns by all going at their ADC ,and the more autos you get off on the lower your cooldowns become!
Put 2 points into Starlight's Touch and only use it when you have 3 Stacks, or you will quickly run out of Mana and offer no help, if you know you are not going to roam getting Targon's Brace first back is the best, for more sustain for your ADC, more gold for you.

You don't have to be Static with your Taric build, with this setup we run Magic Resit in Runes so that we don't have to build it, main reason behind that is because Taric has to get Multiple Auto Attacks off in fights to get his cooldowns lowered and be useful, so you need to build tanky items to be able to get into the fight!]
You basic item build path should look something like
Relic Shield >> Targon's Brace >> Sightstone >> Boots of Swiftness >> face of the mountain
What you build after this depends on the type of Team you are against, here are some example team comps and how I would build against them
Nautilus- Shyvana- Lux- Miss Fortune- Janna
Face of the mountain > Boots of Swiftness > Sightstone > Spectre's Cowl > Frozen Heart > Spirit Visage
Morgana- Graves- Zed- Vayne- Blitzcrank
Face of the mountain > Ninja Tabi > Sightstone > Frozen Heart > Iceborn Gauntlet > Locket of the Iron Solari
Face of the mountain > Boots of Swiftness > Sightstone > Spectre's Cowl > Frozen Heart > Spirit Visage
Morgana- Graves- Zed- Vayne- Blitzcrank
Face of the mountain > Ninja Tabi > Sightstone > Frozen Heart > Iceborn Gauntlet > Locket of the Iron Solari
Early Game
Early Game you want to focus on sustaining your ADC with your Relic Shield ,and Starlight's Touch, and only trading when you hit your Dazzle, if you are committing to trades without your ADC you will lose, you are better off not dying early game, then go for fights around 15 minutes. Taric isn't about Crushing Laning, if you are not killing them don't lose your mind, play the game smart knowing that you will be a huge factor in Teamfights.
Mid Game
Around 15 minutes or so you should have a good amount of health items, and your team should be grouping around objectives around this time so you can expect some fights! Any fight in which you can run at the enemy and continuously get Auto Attacks off is a good one!
If you blow your ULT Cosmic Radiance to early in a fight, don't stick around to watch your entire team die, ping them back and walk away.
Late Game
You should still be trying to go for a lot of fights, it's what Taric is best at, and Late Game the biggest factor is if you can hit your Dazzle on key targets of the enemy team, you should practice flashing onto enemy carries, and if you see a fight start it's better to use your Cosmic Radiance while binding to one of your Carries at the start of the fight, rather than trying to save it for a key moment, it's better to waste it early then not use it at all.
