Runes Explained

Quintessence Runes : +4.95 Ability Power x3
A very standard AP Carry Quintessence Rune.

Seals : +1.33 Health Per Level x9 (+24 At Champion Level 18)
If you have multiple Rune Pages, you can also use Armor Seals against AD Mids or a heavy AD Team.

Marks : +0.87 Magic Penetration x9
A very standard AP Carry Mark

Glyphs : -0.09% Cooldowns Per Level x9 (-1.67% at Champion Level 18)
Cooldown Reduction of 15.03% at Level 18. If combined with the CDR build above, will max out at 45% CDR at Level 18. Also still good runes to use with the non-cooldown reduction build.
