Introduction
In HIGH ELO and Ranked 5s there will be far fewer early kills. This build will massively increase your gold earned and allow you to hit carrying capacity more quickly. You will still be able to pick up early kills because with the offensive masteries arp and aspeed runes you will still hit like a little truck.
But as is far far far more important in ranked this build will allow you to farm farm farm farm farm farm farm farm wowicanjustspammyqwitht***hilostonesiloveyoupoemiest farm farm farm farm farm.
For a more extensive poppy guide see the current highest rated build on mobafire...it's quite good. http://www.mobafire.com/league-of-legends/build/poppy-i-actually-have-two-huge-hammers-get-it-66611. This will not go in to as extensive detail on more basic poppy aspects but will explain more thoroughly your role in ranked games.
The agreed upon poppy carry core item build right now is
Trinity Force Phantom Dancer Mercury's Treads Bloodthirster
This should not need to be justified--other guides have already done it. Even situational items have been discussed in length by other builds. These include:
Madred's Bloodrazor Banshee's Veil Frozen Mallet
The key to this guide is DOUBLE PHILOSOPHER's STONES. Farm farm farm farm dragon control push stop their push why do i still do so much damage farm farm farm just bought trinity force without component items farm farm farm farm farm.

If you are reading this and have not yet mastered poppy, read the justification for masteries in http://www.mobafire.com/league-of-legends/build/poppy-i-actually-have-two-huge-hammers-get-it-66611
If you are reading this build and are a seasoned poppy player the only points of contention are where to put the last point in the utility tree. Greed, meditation, or utility mastery. Iffy. Utility if you can counter-jungle and snag buffs or don't have carries that rely on blue or red, meditation helps some early game although you shouldnt need it after your first b, and meditation which over a 45 minute game will give you 270g or roughly 12 CS. Pick whichever suits your playstyle. I take meditation for the early game edge.
There is also an interesting argument for using 21/9/0 masteries for poppy, but in that case I would run Exhaust/ignite as the improvement to ghost is one of the highlights of the utliity tree. With the double philo stone build you shouldnt need too much regen, but I personally feel that the added xp outpaces the dodge and armor in utility.

This is a bit tricky. The main options are:
Ghost
Exhaust
Ignite
Protip #1: Ignite stacks with poppy's ultimate (40% increased damage). Take it if your team doesn't have one. Otherwise exhaust because as poppy your main role is to shut down the other team's carry.
Ghost is too good for mobility to pass off unless you just love Flash

You will notice there is a second poppy build that starts boots of speed and gets three health pots. This is definitively the best first blood and early lane aggressive poppy build. If you have a great lane partner or are playing at a low ELO or normal game this is usually the way to go. Still take 1 philo stone because the gold earned with overall be better even if you get 3 kills instead of 4 or 5 early game.
If you really want first blood you can also take Exhaust and Ignite

Poppy tricks of the trade:
Poppy Ulting:
Offensive ult: Pretty straightforward. Ult their Miss Fortune/Ashe/Ryze/Annie and just blow them up with your trinity force. With exhaust this is usually a guaranteed kill.
Defensive ult: Ult a low damage and low CC tank or support like Janna/Karma/Mundo/Mordekaiser and just canonball around untouched and killing everyone. This same concept can be used to escape ganks.
You can also use a defensive ult strategy simply by ulting someone across a wall or otherwise out of a fight. This can be especially effective. I find myself using offensive ults more as Poppy's main roll is to kill the other teams carry but a defensive ult can wreck whole teams...Quadra kill style.
In teamfights: UTILIZE DISENGAGING AND RE-ENGAGING. When you hit around 1/3 health use poppy's W to leave the fight so you aren't blown up. Poppy's passive usually keeps you alive. Then run to nearby bush, wait, and with your high move speed charge back in to wreck another player.

You can, and often should, charge other champions in to your own or their teams turrets.
Poppy's Q can be activated prior to the swing, I like to have it ready BEFORE i charge in.
Using the above tactic it is possible, when being chased, to turn around and quickly charge and Devastating blow for a kill before the enemy's attack animation is ready.
Good laning partners have 1 stun and a good amount of harass. Like Brand, Ryze, Blitz...the list goes on. Poor choices are other melee champions with no harass ability or tanks with no harass ability.
Last hitting, as always, is a must.

This build may slow down your early kill fest against noobs, but at high level play ups your gold per game so much that it cannot be beaten. I often b and buy triforce straight out my third time back. I hope the above poppy tips are helpful and that you enjoyed this guide. Any comments are welcome...I'll check back often and I love to discuss strategy.
