Sry man, this "guide" is really short, not detailed and I disagree with several things you say.
Why does Rumble make better use of AP then most Mages? Its more like Rumble can also make good use of some tanky Items like Sunfire Cape, and why do you suggest ninja tabi?
I´d almost always rather sorc boots or merc treads.
And its no secret that AoE Champs like Rumble synergize well with ultimates like of Amumu and Galio :P

All in all its ok, I appreciate your work, but honestly there are much better guides out there, so this one is kind of not necessary :-/

Consider taking harpoon at lvl 1, its way more useful most of the time imo and also I dont really think Rumble is being underestimated :P of course he´s rarely seen in the usual games you play, but if I see one, I hope he´s on my team, cause Rumble is hard.

First things first: Spelling and Grammar Check!
Second: Runes all look good, but you list no alternatives.
Third: Masteries are only good if you get Ninja Tabi every time, which you shouldn't because they focus on armor and you more often need the MR and Tenacity of Mercury's Treads.
Fourth: Items are passable. Haunting Guise isn't an endgame item, you need to pick something to sell it for later. I already talked about Ninja Tabi.
Fifth: Good, but you don't list much in the way of alternatives.
Sixth: Farming should come before teamwork. Also, Rumble is fine in the jungle, because Flamespitter isn't your only damage output. You need to farm correctly early, because you can never guarantee champion kills. The stuff you say in the Team Work section is all really basic and fairly obvious.
Seventh: More color and variation in your guide, right now it is a big wall of text with a few BBCode pieces.

This needs a lot of work, but could be decent if you fix it. Good Luck.

Why i have chosen Ninja Tabi is for the 10% movement speed, Nimbleness

The thing with the 10% is that it only happens after dodging, and you have only a total dodge chance of 14%. If you are being focused by an AA champ, you may get up to 1 dodge in a single team fight. For it to be more cost effective, you should think about some dodge runes, or picking a champ with natural dodge, like Jax.
I'm not saying it doesn't work, it just isn't as effective as you seem to think.

If i lane against a AD i'll always take Ninja Tabi but ofc i take other boots if it is nessesary. Sometimes i take Moonflair Spellblade if the tenacity is a prob.

You should say so in your guide then! Add an optional items section, and add things like that, where you get them only sometimes.

I have some things you might the look at:

1) Pros / Cons. This is so hard to read, because all with same size and color you could do it like this (I took the typos away from there):
Pros:

Can tank or be a mage, or both at once!
Really good pusher!
Can initiate if lacking a tank...
Massive AOE!
Slow!
Shield!
Movement speed!
Take solo top, and you will win!
Awesome skin, and skin names :)
So fun to play!
SPACE Cons:

On high ELO rumble is a potential 1st ban.
If the enemy know how to counter him, it might give some problems.
If the enemy dont get scared of your hp-bars, they will focus YOU!

Also took the ugly looking words out....

2) Add some pics, and put your build like this at start of the section:

3) Explain more, you don't have good and long explanations.
