She's particularly useful against caster-teams, because she can silence then delete anyone squishy while keeping the team alive with her heals.
Laning is tricky, but on TT, if you have a strong partner (Pantheon), then it's easy to push it through the mid-game woes and onto the utter domination of late-game. A strong jungler can help in exactly the same way, and Soraka is often best paired with a damage-heavy support like Lux or Nunu.
