Looks like a nice idea, but Rakneon's passive is useless against champions (Garen, Riven, etc). Maybe you could change around a few things. The E should be changed into something else.
Just my opinion, others could have different opinions about this.

build attack speed, completely shut down everyone that uses mana, do not like that passive AT ALL
Q is fine but make the mana costs higher
W needs a longer CD and the spell should shouldnt reflect thats just a bit over powered considering the only other champions with built in spell shields last for less than 2 seconds
E is fine since it only drains 5% at most, and i really really dont like the idea of mana drains in this game but that is very little

Mana draining champions arnt good in this game, they are extremely overpowered which is why veigars passive was changed a long time ago (ive been told it used to drain others mana)

One thing i was thinking of, The passive could apply a debuff (or buff whatever) that would make subsequent hits drain a little less mana, That would solve the issue of building High AS aand just depleting already mana hungry champs fast, the same debuff could also to apply to his other skills if it still too op, but i LOVE the idea!

It's accomplishing the same thing as being out of mana, but you can reduce it or completely negate it. When it comes to being OOM from mana burn, you just wait on your mana to come back. There's no getting around it.
While he is an anti-mage, his kit offers very little counterplay. Especially with the, "You lose 65% of your mana" on a point-and-click spell. No way to dodge it, no way to even lessen the blow. It's always going to be a large chunk of your resource.
If they don't have mana, you feel bad for playing him.
You could always make his attacks be based off their mana, just not change it. It wouldn't feel as good to you as a player because all you're doing is damage, but you still feel useless when you meet a Vlad/Akali/Garen in mid/top lane.

This is similar to Dota's Anti-Mage. While concepting Rakneon, I was actually trying the think of an AD Carry with a twist, and well, it ended up being like Anti-Mage. :(
