Nope. Ashe got more CC, a great ult, a moving CV, and can generally carry harder than Cait who has **** AD ratio's
Cait>Ashe early game (which can make a HUGE difference). Ashe vs Cait mid lane, Caitlyn wins all day every day.
Ashe>Cait late game. More utility, more damage, more CC. However her early game sucks so unless you play a SUPER conservative ashe early game, then you're going to get torn a new one by caitlyn because she can deal hefty damage from long, long range.
I played caitlyn recently in a 2v1 lane. It was luxurious - TF and Jax couldn't touch me. I could auto attack them, last hit, and do whatever the hell I wanted because of my hilariously massive range. So don't doubt caitlyn as a champion as long as you know her niche (I've actually seen her picked quite a bit more in livestreams recently). If your allies can win your lane with caitlyn, it's GG.

I suppose it all depends if it's a pug cait or a premade cait. Ashe, overall, does better in both premades and pugs.
