 Vayne's only good if she gets 200+ creep score and some early kills. Otherwise she's easily dominated in laning phase. She's too hit or miss to be high up in a tier list for me. And  Urgot is a counter, and not really a carry, so he shouldn't even be on the list.

Talon is good. AD burst assassin. Counter to most AP mid champions.

You really need to play the jungle before tiering it. Cause its oh so so so wrong.

It's true though, melee champs usually have a hard time trading with her.
