The reason I compared it to Decisive Strike is cause it's basically Decisive Strike, only with a knock-back instead of a silence. And it is very weak, because people do buy damage items on Garen too. Unless they're noobs and play tank Garen, but that's a different story... Anyhow, the reason why an ability like this should scale with total AD is because now it bases it's damage on the flat amount and you can't really max it first, since it has such a god-awful long cool-down and is simply not reliable. It needs to do damage early game, that's why the flat damage should really be reduced(to half if possible) and the ratio greatly increased(as to not do less damage than a normal attack :|). Bottom line, this ability sucks balls, just like Rampage(0.6 bonus AD ratio?).
This makes Hecarim a champion which needs to be build glass-cannon to do good damage, and obviously he can't be built like that and work well because he's not naturally tanky in ANY way.

I can't really think of anything exactly like Devastating Charge, so it's hard to compare anything with it.
