the devs tried to get people to buy merc treads less often when they made the tenacity items but they simply didn't work. The problem is, of all the boot choices, merc treads are basically overpowered due to their utility. they can literally be bought on any champ and be effective, especially since they offer more tenacity than the other tenacity items. So here's how I think the numbers can be tweaked to make the other tenacity items more enticing:

Reduce tenacity on Mercury's Treads from 35 to 25
reduce cost of merc treads from 1200 to 1050

Buff Cloak and Dagger to include AD from a Long Sword or change it to build from a Recurve Bow instead of a Dagger to help it scale into late game better (although this would change the idea of a "cloak and dagger" it's a stupid idea in the first place). Stats adjusted to 45 attack speed, 20 crit chance

Buff Moonflair Spellblade to include either magic resist or armor from a Null-Magic Mantle or Cloth Armor respectively (like a mini zhonya's)

Buff Eleisa's Miracle to 35 tenacity
increase price from 1300 to 1450

Do not like changes.

They just need to make the tenacity items more lategame friendly.

^i think that would be overpowered. Having legendary tier items with CC reduction would be too powerful. The main reason why merc treads is overpowered is because it's useful at ALL stages of the game purely because it's a boot choice. To keep the other tenacity items from being overpowered they can't scale TOO well into the late game, otherwise they'd need to be extremely expensive, therefore making them not better than merc treads. My main point here is that the tenacity items currently have stats that pale in comparison even to the doran's items and thus they are completely useless beyond early game. These slight buffs would give them better scaling into mid game while avoiding that stage of being overpowered in late game.

Also, Eleisa's Miracle is a legendary tier item, it can't be upgraded anymore.

If they make the tenacity remain at 25 but make the items good for lategame I don't think it will be a problem.

What if the tenacity items worked like RoA? Slowly gaining stats over time. Would that fix the problem? They're already raising the tenacity.

Cloak and Dagger and Moonflair Spellblade should have 35 tenacity, too.

Or make all 25 tenacity and make new items with 35, which build out of them. Like: Cloak and Dagger+ Avarice Blade and Moonflair Spellblade+ Kage's Lucky Pick

Well, and Eleisa's Miracle should need more item's to build it, so you can raise the price, stats and have 35 tenacity, too. Maybe a new tenacity item with 25.

Agree with searz, need t be able to be built into late game or else they won't really be used.

The problem with tenacity items is, that no one wants to waste an item slot to %25 attack speed(in case you buy Berserker's Greaves instead of Mercury's Treads, and waste an item slot on an extra item for tenacity). That is a mere example, of course.

Also, @ Cloak and Dagger suggestion; it won't happen, because the name indicates you build it from a cloak and a dagger, not from a cloak and a bow.

Overall the whole design concept behind tenacity is clearly flawed. The most logical way to buff the tenacity items is to give them the same tenacity as merc treads, but since tenacity doesn't stack, it will just be a meaningless term that means "35% cc reduction"
