These skins might also activate this debuff, I'm not sure: Officer Caitlyn, Surfer Singed, Vandal Gragas, Vandal Twitch, explorer ezreal, corporate Mundo, Piltover customs hiemerdinger, aristocrat Vayne, and Dragon fist Lee sin.
