they mentioned minions and only minions. if champions also deal less damage then they would name both (vs minion and champion) or none (minions take less damage)

Funnily enough buffing minions in two different ways at the same time does not reduce the amount of snowballing. Probably because the minions can siege the base by themselves, it makes it harder to farm because they take less damage from champions, and if you can avoid that the winning laner can just stay in lane and wreck your face because why not? They've already taken your tower.
Or... The damage reduction is negligible for champions attacking minions but important for minion vs minion fights. This means that yummy juicy minion waves will push to your side of the map, making it harder for the winning team to starve the defenders of farm. So, the winning team will be forced to take action and siege your base. If they fail to do that, you'll be able to farm minion waves and catch up.
