Nope, just me being tired. It's about 1% per card, which means 5% per pack.

Yes. You can use your same account for all servers. But none of your cards/progress/purchases transfer to other regions. I.e: 50 cards and all starting quests finished on US, but 0 cards and zero quests finished on EU. The cards are still there when you switch back.
