I'd say he's in a category similar to Riven - she can faceroll the keyboard and win in lower elos easily, but to be played successfully on master/challenger level, she requires impeccable animation cancelling and the like.

I think that this update will put ryze in a nice spot. The removal of his broken passive and the AoE on his ultimate will make it so he won't shred opponents as much as he can now.
One thing that I'm disappointed about though is that riot isn't making enough changes (imo) to champions with wave clear. Champs like azir and Viktor I think will be expected to dominate mid lane due to their ability to stall out games and prevent drive and fights under turret.
Getting back to ryze, I don't know exactly where he will stand until I see his ultimate in action.
