The reason you can deal with anything under 100 ping is because natural human reaction time is 1s, or 100ms. Anything under 100 ping is good because your reaction takes as long as the latency anyway. Anything over 100 and you have actual delay. This delay can get you from alive to dead, and you have no ability to change that

Its not whether ping = skill or not, its whether it effects reaction times enough to make your skill, or timing, matter or not.
Honestly, for me, anything over 180 is bad, its not that its not playable, but that one last skill that I thought should land to win a fight, doesn't, and ends in my death. A prime example of this is Garen and his ultimate especially since there is already a .5 channel time that is often seen as a "delay".
Also, we as humans are capable of adjusting, however we are often very stubborn and against change. Once you get used to a certain ping level in a game, even if its high, you are okay with it. However when you start raising that ping we often don't have sufficient time to adjust to it, and complain that it is "unplayable".
