As long as your carry is not a complete nutjob, it's totally doable to protect him at least 90% of the time with Janna, a philo stone and a little practice...
Of course mana regen runes and masteries helps an awful lot.
I'm never wrong ; reality may be.

I'm sure you have godlike omnipotence and reflexes so rapid that you can shield someone every single time they're about to take damage and then keep enemies away while your skills cool down so that your carry is always at 100%

I could just flame you, since quite frankly tthat's what you deserve, but I'll be nice.
If you can't manage realize when enemies are going to jump your carry you'll fail regardless; also by having Janna support you're supposed to play aggressive in lane, not defensive; Also, between a shield CDs enemies have about 4 seconds to jump and rape your carry, unless you blew your mana for stupid reasons and unless you have Howling Gale on CD the knockup is gonna be just enough to turn the tide of the skirmish.
Still if you instead find mana and CD on gale to happen a lot it can mean only 1 thing and I have only 1 suggestion:
FIX YOUR WIND BLADDER
The only way for Janna to burn so much mana is because you are spamming tornados in lane trying to get knockups, and you most likely failed em all and pushed the lane while at it.
If you spam Howling Gale you run out of mana and it gets so damn easy for enemies to dodge them.
If you were any good at hitting them when the time is right that kickup+ plus the slow plus carry with shield, tons of harras.

For all you questions about jungling

I can anticipate incoming harass in lane 99% of the time when I play Janna. It's not hard to mitigate damage with her shield (which you should be maxing first).

However some lanes you just can't mitigate the damage, and you need to play Soraka or Sona. The only lane I've experience with this though is Vayne + Zilean.

Janna is not the best support early game, but she's still good. Janna also scales a lot better into late game (the best imo), whereas supports like Soraka and Taric fall off.

Soraka's scaling is okay :3

Being a good support is a mixture of anticiption, awareness, reaction speed, and positioning I think... ^^

It's not an easy role to play.

Well like I've told you before. I feel so much less useful in teamfights when I'm playing Soraka and Taric. :P Probably because their CD's are a lot longer than Janna's and have less utility.

I love how I'm always the support of our team (if me and my friends play as a 5-man premade in a tournament or in ranked, that is) and how I didn't receive a lot of credit for it until one of my friends played a game as Taric where he had to support players that were constantly playing aggressive and were often getting themselves into trouble xD

@ Mowen

Taric makes me feel very useless as well. Sona, Alistar and Janna are better choices in terms of feeling useful.

Though I don't really play supports, all I know is that the combination of Taric/ Alistar with an aggressive ranged carry such as Corki or Vayne (my ranged carries heh :D) is pretty awesome. However, I would have to agree that janna is most likely the most consistently efficient.

It might be just me, but I find Taric to be an extremely strong EARLY-MID game support, while Janna is a stronger MID-LATE game support. But that's just the opinion of a guy that usually plays with a support that steals your farm :/

But when I duo queue with an IRL friend, we usually go for a Galio + Corki duo lane bot. Out of 10 games did with that duo, we only lost 1 of them

+rep me and you'll get good karma, wich means you won't be reincarnated into a rock! Isn't that awesome?

But yes this idea has been discussed more than Pam Anderson's tits in a plastic surgeons office.
