Mercury's Treads are mainly picked to reduce the duration of crowd-control effects.
I'd also consider Ionian Boots of Lucidity on anybody who has a lot of CC or support spells, ie. especially when damage and survivability are not as important.

I'd say it's completely dependent on the enemy team.
Merc Treads - A team high with ap damage, or crowd control.
Ninja Tabi - A team high with auto-attack / attack speed damage, characters that revolve around auto attacking. I'd say it's still worth it since if you're dodging you're also not taking damage, and you have extra armor with them. However if you WANT to focus on killing them by killing themselves, don't get ninja tabi and grab thornmail. This is a viable way to play Rammus. The only thing I'm worried about is you'll probably already have dodge from your masteries if you can't see the enemy team beforehand.
Boots of Lucidity - I can see it being very good on Rammus, a good alternative to ninja tabi so he can do more CC. I would get these if you plan on using your ball curl to kill attackspeed champs, and there's not a lot of magic damage / CC on the other team.

On a champion that mostly needs to get out of CC as quickly as possible, Mercury's Treads are most certainly best. Most Melee DPS champions come to mind. However, against a team with 2 or 3 AD carries and very little CC, I can see Ninja Tabi as a very viable option. I almost never see Ninja tabis grabbed over merc treads, mainly for the CC reduction, but ninja tabi can be very useful. If you're a carry grabbing a Banshee's Veil, you might be a little lacking in the armor department, so it might be a great idea.

For example for malphite i take Tabi no matter what in 80% of the situations. Coz they give me mobility paired with Nibleness mastery and Armor that boosts my damage output via ground slam.
CCred is nice but tbh if they waste CCes on tank they are doing it wrong and your team should just chop their ***es off.
Its not that you need alot of magic resist early game. Bigger threat are dps champs imho. The casters have burst but you deal with that just boosting your health a bit (simple Sunfire will do the work)
Also alot of damage in early game when you buy boots come from creeps in many occasions. That damage is also physical.
I totaly do not agree with get tabi if you have 4+ physicals. If you have trynd and a ranged carry in enemy team... you should already think about tabi.

However I'm starting to bend over to the will of the Mercuries, since the dodge doesn't exactly co-op well with Defensive Ball Curl, as it damages the enemy the more you are hit, and thus by dodging, the enemy doesn't recieve that damage, right?
However my main reason for the Ninja Tabi is the early speed and early armor, however early magic resist would ofc. also be nice, to take skill shots better... :S
So basically this thread is for discussion of Mercury's Threads and Ninja Tabi, but I would also like my question to be answered: Will the enemy take damage while landing hits on me in the state of Defensive Ball Curl even if they miss?
So, which one is better?
