I've done AD Sion a loooong time ago... but I'd highly recommend to play a different champion than him, because there are so many champions that are so much better than him.
But here's how I played Sion back then:
I usually used items that are more tanky than yours, with Mercury's Treads, Spirit Visage and Blade of the Ruined King being core items. Spirit Visage because the cooldown reduction makes have your ult active half of the time you're laning and/or teamfighting. Ravenous Hydra is a great alternative for Blade of the Ruined King, but Blade of the Ruined King gives all the sticking power Sion misses, so I prefer this item more.
For crit items I only took Atma's Impaler, as I liked Sion more to be tanky rather than a squishy fighter (most crit items just make you squishy). To finish the build I usually ended up with something like a Randuin's Omen or Frozen Mallet and Maw of Malmortius if there were a lot of magic damage dealers.
About the laning problem: Sion's laning phase is simply very weak, and I usually just ended up farming under my tower in pretty much all of my games, so I'd recommend just to play safe until you reach 6. Another thing that I always did is that I usually ran both Flash and Ghost because of the lack of sticking and escape power Sion has ( Ghost also works really well if you have your ult up).

I wouldn't compare Sion with Dr. Mundo, these champions are completely different: Dr. Mundo is a tank and Sion is a DPS offtank, even a bit of a melee ADC like Tryndamere.
Back on topic, your itemization is pretty good for DPS Sion, the only mistakes are:
1) Never build PD and Shiv together, they are alternatives for each other
2) You MUST have a defensive item, it's not situational. What's situational is choice of a specific item (GA, Randuin, etc)
3) Without Frozen Mallet you will have poor sticking to targets
However, you should know Sion isn't really viable right now. You could try building him like a tank and abuse the new defensive masteries, but there are simply better champions for that.

Only pick AD Sion top vs a singed, singed just can't do anything....can't push, can't kill you, eventually around level 11 and after you got hydra you just dominate him 1v1.
Most tops will destroy Sion, and AD Sion presence late game isn't as great as most popular tops: Shyvana, mundo, tryndamere..

Sions ult is best for taking objectives rather than for fights. No one will fight you when your ult is up unless they can CC and burst 100-0 you. Anyone paying attention will run away until your ult expires. Towers cant run away. Dragon cant run away. Baron cant run away.
When i play sion i just try to survive laning phase and wait for my hydra and boots of mobility. Mid game i start pressuring open lanes hard. If someone comes to stop me i stun them and run away. i count this as a win because the farm builds my HP from my E and if someone has to come stop me that means they are not somewhere else on the map giving my team trouble. You dont need to rack up kills with sion to effect the game. My goals with this champ are as many turrets as i can get with as few deaths as possible idgaf about kills other than that the GP they give is nice.
I even played some games of sion support and he does well. The shield and targeted stun are great and after you hit 6 it is SUPER easy to walk up and take dragon or take their tower if they leave lane, even solo.

Melee champions that are far to easy to bully and have no ranged harass or get kited like hell often sport very high hp regen. Yes. Pretty sure Darius has godly defensive stats in general due to this.

True, but Nasus is quite hard to kite if he manages to get his Wither off. On top of that he has build-in lifesteal that even procs with his Siphoning Strike... which makes his sustain so massive it's not even funny >.>

I start dorans shield+pots
Then after my itemisation is;
T1 boots - T2 depending how well im doing - Tabi vs ad lanes, Greaves if im doing disguistingly well, Treads if I need tenacity+MR
Hydra - item is ridic on AD sion. impossible to outduel him in middle of a CS wave when his ulti is up.
Avarice blade - for the extra gold, build into shivv after IE

Last whisper/Situational item(IE. visage vs all ap team)
How is the build? I'ev not had any problems with it so far.
Also, I'm having some trouble vs heavy ap damage champions late-game, so far I've built visage to help get some MR because of the passive being immense on him with his ult, and the bonus hp is nice.
Is their any other items that I can build to help me with all AP teams?
