Runes

Greater Quintessence of Movement Speed: pretty much run these on all my APs now
Other possible options-
Greater Quintessence of Health
Greater Quintessence of Ability Power

Greater Mark of Magic Penetration: These give you a nice little boost to your damage and stack with your Starcall's debuff. I don't recommend any other choices, these are by far the best option.

Greater Seal of Armor: These are very good, I wouldn't swap them out for anything.

Greater Glyph of Scaling Magic Resist: Again, these are really good, I wouldn't swap them out for anything.

Summoner Spells

generally I use these because they allow you to push the enemy around without making yourself too vulnerable.

Other Decent Choices:
Flash- Generally a good choice on Soraka, though the increased cooldown makes it a bit less useful as an escape tool.

Exhaust- If you choose to take this with the point in Exhaust it can really be a strong spell with your Starcall's MR reduction.

Teleport- allows you to return to your lane faster after recalling if you feel you're gone too much/too long.

Decent Choices:
Cleanse: good choice if you tend to get stun locked when you ult, also good if you have trouble escaping, provided you have some other means of escape (ghost, heal, flash)

Barrier: This is not a bad spell, generally. I don't know that I would take it over Exhaust, but really that's just a personal preference.

Skill Sequence

Infuse is your main source of damage. Starcall and Astral Blessing are really interchangeable in the skill order. Both of them are strong in certain situations and weak in others. Generally, unless you're dealing with a lot of physical damage, you'll go ahead and max Starcall after Infuse.

Masteries

The new masteries really make taking full points in the defense tree worth it. Some of you may want to argue that full utility is better on her because "she's a support", but this guide is for top lane and you'll want the extra defense there.

Core

Early game items-
or : Either of these are good options in top lane. You could also opt for Sorcerer's Shoes if you're doing well in lane.

: A little early health and AP is always good, the MRpen is just a nice little bonus.

: strong against a high AD top early game. Also provides much needed CDR without sacrificing defensive stats.


Mid to late game-
: This is pretty much core on AP Soraka. It gives her health and a little much needed CC.
: Core on all AP casters and you are no exception.
: Gives you quite a bit of AP and some MRpen, which is always good. The magic damage passive synergizes very well with Starcall's MR reduction.
