Introduction
When I wrote this guide, I had in mind that you're not new with Twisted Fate mechanic and you know basically how to play him.
I want to add that English is not my primary language. Forgive me for my mistakes.
For marks, I use Greater Mark of Magic Penetration for magic penetration like every AP champions should.
For seals, I use Greater Seal of Vitality. It make Twisted Fate to have around 2000 HP at level 18 without the Crystal Scepter. You don't need mana regeneration per 5 seconds seals because you can easily regen your mana with the blue card.
For glyphs, I use Greater Glyph of Scaling Ability Power to have additional ability power late game. You can use Greater Glyph of Cooldown Reduction if you think you need more CDr then AP but I think with Stacked Deck and masteries, you have enough CDr.
For Quintessences, I like to use Greater Quintessence of Ability Power because it give you a lot of AP to dominate early game. You can use Greater Quintessence of Health if you think you're too squishy.

I like to use Flash and Ghost because they give a lot of mobility. Mobility is very needed when you play Twisted Fate because he is very Squishy.
Flash is very useful when it come the time to finish an enemy who's too far for your yellow card. Also, it's very useful to avoid Ashe Arrow or to escape from the ult of Jarvan.
Ghost is pretty much for chase someone or when you're chase and you need a little more speed to survive.
Feel free to change these spells for the spell you are more comfortable with.
Flash is very useful when it come the time to finish an enemy who's too far for your yellow card. Also, it's very useful to avoid Ashe Arrow or to escape from the ult of Jarvan.
Ghost is pretty much for chase someone or when you're chase and you need a little more speed to survive.
Feel free to change these spells for the spell you are more comfortable with.
-Level 1: Upgrade Pick A Card. Very useful if you want to gank and the blue card help a lot when you last hit minions.
-Level 2: Upgrade Wild Cards. Main damage output. Very good spell for harassment.
-Level 3: Upgrade Wild Cards.
-Level 4: Upgrade Stacked Deck. Give attack speed and Cooldown reduction. Every fourth attack you do additional magic damage based on AP.
-Level 5: Upgrade Wild Cards.
-Level 6: Upgrade Destiny. It's basically a teleport and it shows every enemies. Nice spell for gank. Communicate with your teammates to know the right moment to use it.
-Level 7: Upgrade Wild Cards.
-Level 8: Upgrade Pick A Card.
-Level 9: Upgrade Wild Cards.
-Level 10: Upgrade Pick A Card.
-Level 11: Upgrade Destiny.
-Level 12: Upgrade Pick A Card.
-Level 13: Upgrade Pick A Card.
-Level 14: Upgrade Stacked Deck.
-Level 15: Upgrade Stacked Deck.
-Level 16: Upgrade Destiny.
-Level 17: Upgrade Stacked Deck.
-Level 18: Upgrade Stacked Deck.

Early game
It give you enough mobility to harass your target and to dodge enemies' spells.
Early to mid game
Doran's Rings give you a lot of survivability when you will gank with Destiny and they also give a little amount of ability power. Sheen give you more damage.
Mid game
Rabadon and Lich Bane are your main items. Without that, you will suffer from a lake of damage output. Boots are a personal choice. If you think you need more mobility, go for Boots of Swiftness.
Late game
These items are pretty much for survivability because you already have a lot of damage output. You can change them if you want but I hardly recommend to have at least one of these items.
Final item in an ultra long game
It's almost impossible to reach this item but if you go that far, Hextech Gunblade is a nice item. It boost all your spells and give you a lot of life steal and spell vamp.
Other viable items
Try to harass as much as possible the enemy with Wild Cards before you jump into the fight.
Always start by a yellow card and when the target is stunned, throw a Wild Cards.
-If you think the target his low enough on HP to kill him with auto-attack, do it.
-But if he's high on health, try to move in position to hit him again with your yellow card and to throw another Wild Cards in his face.
A tip for everyone who want to play Twisted Fate: FARM AS MUCH AS POSSIBLE!
