Introduction
Here's the answer to your question: What the heck should I evolve, and in what order?
First, evolve leap. The added effect is great for ganking, or hunting down kills early on. It's your main form of escape and intiating.
Second, evolve Taste their Fear. It's pretty self-explantory, considering this's your main form of damage.The extra attack range is also pretty helpful.
Lastly, evolve your ult, Void Assault. Now, I know you're thinking, why not spikes? Well, spikes really isn't all that useful at this point in the game. Your team should be able to apply cc from a good range, and have good poke.

Pros
1.) You have the highest amount of burst damage in the game, your only contenders are Talon and LeBlanc.
2.) You have an amazing combination of armor, MR, health and lifesteal, making you incredibly hard to kill.
3.) You have 3 means of escape: Flash, Leap and void assault.
4.) You have 3 ways of hunting down the enemy: Flash, Leap, and Void Assault.
5.) You have great poke from your w, it has high damage and massive range.
Cons
1.) You're screwed over by a silence, especially one that lasts as long as Kassadin's.
2.) You're only at your max effectiveness in 1v1s, which won't happen often late-game.
3.) Void Assault has a pretty long cd, so your escapes are limited, as well as your initiating abilities.

Kha can gank at pretty much anytime in the game, but it's best to wait until around level 5 to start doing so. By this time, you'll have a 2nd point in q, so you'll be doing pretty good damage. As for trecking through your opponent's jungle, wait until level 3, when you get leap. Try to keep his caps warded, and go after him when you see he's low.
Because of the new meta in s3, assassins aren't as viable, which causes kha to get off to a bad start in early fights. If you have a squishy target, ie a support, take the kill by all means neccessary. Otherwise, try to hold yourself back to farming your jungle and ganking. Getting caught on your own won't be all too productive at this point.
This is where you start to lose use to your team. Kha isn't really all too good of a team fighter, so he's really only good for clearing waves and catching people out of place(stopping backdoors, jungle fights, etc.). This's where most of your deaths will come from in the game, just because you aren't as effective in a way.
