There are many misconceptions about Singed and Singed players. It's time to clear those up. This guide will introduce you to several tips & tricks that your average Joe wouldn't know on his first time playing Singed, leaving your opponents very confused-- and very scared.

Roughly 15 AP and a fair bit of Magic Pen to give your level 1 Q a little oomph. Move Speed Quints are great, the 3% helps you land some flips and dodge some skillshots by a hair, and an early 9 armor will shave a bit off of early enemy poke and help you tank minion aggro (especially when proxying.)

It's a good idea to have multiple mastery pages (or at least change them based on how you're going to play). There is no one, single foolproof build for Singed-- diversity in building and playstyle make him a unique weapon to everyone who plays him.
This particular set of masteries focuses on speed for roaming/rotating during mid/late game, and slow resist over tenacity to really incentivize taking Swiftness boots over Merc Treads.

Q is your primary harassing, zoning, trading, and farming tool so of course we take and max it first. Maxing E next is extremely helpful because it adds more damage and a longer root duration when you flip someone into your W-- which you'll only need one point in to use and zone, so we can max that last.

Spells

Summoner Spells



Gotta Go Fast: Personal preference over Flash. Both Ghost and Teleport get reduced cooldowns from Distortion boots and 40% movement speed. Combined with your ult, you get to chase people down hard for quite some time-- when engaging, if it doesn't land you a kill, it'll at LEAST pop their flash.
Suprise, It's A Singed: Very good spell. Note that with changes to Teleport, using it on a turret won't reduce the cooldown. Therefore, remember that you can Teleport straight onto minions or wards and not be penalized. Make sure to let your team know when you have Teleport up and remind them to ward, especially bot lane-- keep an eye out for opportunities to TP gank and rack up a double for your team. For example, if your team is blue side and your bot lane warded river, watch out for the other team to over extend and then TP down to catch them by surprise.

Other Options



It's Time: Decent option. Provides Singed with a gap closer so you don't always have to run around the long side of a wall, or flip someone by surprise.
Mix, Mix, Burn: Not a bad idea for playing offensively, could really help you secure an early kill with the DoT combined with poison.

Useless Passive: Gives you 1 HP per 4 Mana. A fully stacked Seraph's Embrace will give you 250 HP,
