What does SInged do?

Singed is an AP Bruiser, whos role early game is to force the enemy jungler and maybe even the AP mid to come top a lot, thus allowing your team to take dragon. In teamfights Singed's goal is to help take out the carry by doing damage to him and flinging him towards your team.

Summoners

Always take ghost. It allows you to chase people to fling them and run away from people.

Now you can chose between Ignite and TP. If you want to try to kill your lane opponent take Ignite. If you want to gank bot lane or help out in dragon fights take teleport.

If you decide to run Teleport, use it right. Only use it to get to lane if you got forced out of lane early or if their is a a big wave of minions(10+ minions). Tell your support to ward the bottom brushes so teleport gank(only do this if you have ult).

Items

Start with flaks+3 pots, unless they have a strong ganking jungler like Lee Sin or Xin. In that case get flask+1 pot and a ward. On your first back you want to pick up Catalyst components or the whole thing, if you can. Get RoA as soon as possible, even before boots. After you have your RoA, pick up tier 1 boots. Then it depends. Are you ahead and can kill your opponent? Get sorc boots into haunting guise. Are you even? Go for Rylais and start with giants belt. Are you behind? Get Warmogs, also starting with giants belt.

If they have a double AP comp you need to pick up a MR item. Your best choice on Singed is Abyssal Scepter. Pick up negatron right after your RoA. If you want the damage, because you are ahead or even with you lane complete the scepter and then get you rylais.
