Introduction
Ok enough with teh ********.
Sivir is an AD carry which means she is a RANGED, SQUISHY champion that deals physical damage (mostly with auto-attacks) scales awesomely LATE GAME and profits at maximum point from building Attack Damage, Attack Speed, Critical Chance, Critical Damage, Armor Penetration and some resistances in order to be able to survive from harsh battles throughout the game.
Sivir like most AD carries is very mana starved. She is also a great farmer and pusher (has the ability to clear minion waves quickly) and has tremendous poke but also burst and sustained damage.
Sivir unlike other AD carries, has a completely op ultimate ability named " On The Hunt" from which all of her team profits and actually acts as a Ghost steroid. She also has one of the most powerful shields in the game which can save you a lot of times from extremely bursty moves such as the much discussed Noxian Guillotine.
Taking everything into account, Sivir is surely, certainly and undoubtedly one of the most powerful AD carries in the game!!!
Runes
15 Bonus Armor Penetration for ignoring the usual 13 bonus armor from the seals
13 Armor to win exchanges in lane and absorb minion aggro
13 Magic Resist to be able to resist to enemy carry's abilities (eg. Ezreal's Essence Flux)
6 Bonus Attack Damage to make your trades more painful (to your opponents) and of course for a little help in last hitting.

WHY?--->Even though they are fairly even in the laning phase, Cleanse's usefulness into late-game is just unrivaled, being able to break all incoming CC is a dream for all AD's. Like Heal, I run Cleanse without the masteries. -

WHY?---> If you take Heal and the enemy AD takes Cleanse, then you can always try and force exchanges, because you will win in a full-on engagement. By constantly forcing trades, you will end up pushing them out of the lane. I run Heal most of the time, even without the 10% masteries, since missing out on 20% Buff Duration is a bit too much to pay. -

WHY?--->For obvious reasons. But Ignite is usually taken on your support if it's an aggressive support such as Taric (the best co-laner for Sivir. But if you're in an aggressive lane such as Alistar/ Sona and they have Clairvoyance/ Flash, you always have the option of running Ignite. (Don't forget to pick the mastery)
Wut it does
Sivir gains 50 movement speed for 2 seconds when she lands a basic attack on an enemy champion.
Explanation
This is used fo' kiting like a bawz. It synergizes well with On The Hunt and of course THE item fo' Attack Speed, Phantom Dancer. It allows more chase potential.
Wut it does
Sivir hurls her crossblade like a boomerang, dealing 60 / 105 / 150 / 195 / 240 (+50% of ability power) (+1.1 per bonus attack damage) physical damage to the first unit and 20% reduced damage to each subsequent target down to a minimum of 40%.
Explanation
A truly powerful skillshot-based nuke. This combined with Ricochet make pushing and farming plain sailing. Landing those will win you your lane but care! They have extremely high mana cost. So it would be preferable to use it when the enemy gets cc'ed (That's why you want Alistar or Taric as your support.
Wut it does
Sivir's next autoattack deals 20 / 35 / 50 / 65 / 80 additional physical damage and bounces to 5 additional targets, dealing 20% less damage with each bounce. Only the first hit procs item effects.
Explanation
It is one of the best AD DPS enhancing moves in the game and is only matched by Vayne's Tumble. However it is faster. Landing those properly is something you must learn to do. This will be hitting like truck when you 'll have built Infinity Edge. If you do Q-W on someone and W critically strike... congrats you have achieved the ultimate target!!!! You have become "Th3 1 sh0t m4n" too :D
Wut it does
Creates a magical barrier which blocks a single enemy ability used on Sivir. Lasts up to 3 seconds. If an ability is blocked by the shield, Sivir regains 150 mana.
Explanation
One word describes this. O-****ing-P. This can help you with sustain throughout the laining phase. You can bait too. You can literally save your self from abilities like Nocxian Guillotine who are killing blows and other whose purpose is to lock you down like Dark Binding
Wut it does
Grants Sivir a boost of 20% movement speed for 10 seconds. In addition, for the next 10 seconds, Sivir receives 30 / 45 / 60 % bonus attack speed, and an aura that gives nearby allied champions half the attack speed bonus and the full movement speed bonus.
Explanation
This is one of the few abilities AD carries have to initiate. Basically it's a free ghost to everyone plus attack speed steroid. One of the best team/baron/dragon fight and can be also used to chase. GAAAAAAME BREAKKIIIIIING!!!!
It now goes 2 ways: either W-E-Q-Q....(safer and better) or Q-W-Q-E(Damage oriented). In the beginning I was blinded by my thirst for early game DPS and didn't took Spell Shield until lvl 4 which is a huge mistake. This shield gives mana back and help counter the increasingly popular level 2 gankers. Thanks to throatshlasher for mentioning this.

Skill order: Instead of Q-W-Q-E... we now have Q-E-W-Q.... Thanks throatslasher. Indeed having rank 2 Boomerang Blade at level 3 costs way to much mana. With Spell Shield at level 2 I can bait and get mana!!! Also helps against the lvl 2 gankers.
Changed from Heal to Ignite way more kills bro :D
