Permaban. Harass him early game. Once he hits 6, just try not to fight him. There's no counter play to him as he just spams ult inside your star range.
LeBlanc
Really annoying, can potentially outplay by tracking her distortion, but highly unlikely.
Irelia
Harass early game and don't fight in a minion wave, or at all. Rush armor and anti-heal to at least survive the lane.
Ekko
Dodge his poke early game and harass him. Bait out his cooldowns and you can potentially kill him pre6 with ignite.
Fizz
Wait for him to use his Playful/Trickster, then use your Q to stun him. Otherwise, just ban or dodge.
Qiyana
Can't outplay. Too much damage with dirk powerspike and has CC. Just ban or dodge.
Zed
Abuse him early game with Q, W, and autos. You can try to get an early kill pre6 with ignite if you fight him with his Living Shadow on cooldown. Rush armor and stopwatch, after 6 try not to fight him. If he does R you, you can outplay him by pressing R behind you and combo with your Q under turret, or just use stopwatch. You can also bring exhaust to weaken his R.
Akali
Bad laning phase, so abuse her. Same as Zed, abuse her with Q, W, and autos. You don't win after 6 unless you outplay her.
Katarina
Like Akali and Zed, abuse early game and you don't win after 6. Try to abuse her daggers and predict when she'll try to jump to them. Your R and Q stops her R. Use your superior wave clear to push the wave in and roam.
Yone
He can just run you down, but you can dodge his Q's and R and potentially outplay him.
Yasuo
Pretty similar to Yone, except he can block your Q. Don't fight in a minion wave.
Camille
A lot of mobility and abilities to lock you down. Adaptive shield and loads of damage, try to harass early.
Pantheon
Abuse his bad wave clear to shove and roam. He has too much burst while he has the ability to block all of yours.
Talon
You can out shove him early game but he can match your roams.
Akshan
Akshan has too much dps and sustain for you to fight him and he can match your roams.
Diana
Point and click dashes and dash resets. Harass early and avoid her Q poke, can potentially kill pre6 with ignite.
Azir
You can out shove and out roam him early. Try not to get poked by his soldiers and run him down with Q, W, and autos when his Q is on cooldown.
Vex
Dodge her skill shots and you should be able to survive the lane.
Veigar
Don't get caged and dodge his skill shots. Harass him so he doesn't get stacks with Q.
Lissandra
Her damage is nasty, so try not to fight her. You can shove out the lane and she won't be able to match your roams.
Syndra
You might want to rush some MR to deal with her. Consider bringing exhaust or get Zhonyas to survive her ult.
Corki
Avoid his poke and avoid trading with him. Track down his packages so you can match his roams.
Anivia
A safe control mage. She shouldn't be able to do much to you and you shouldn't do much to her.
Vel'Koz
Hide behind minions and dodge his skill shots. Your Q and R stops his R.
Brand
Would be a really free lane but he has huge AOE poke. Try do dodge them and you should be able to kill him.
Lux
Rush boots so you can dodge her root and slow. You can keep her out of lane or even kill her after dodging her skill shots.
Xerath
Dodge his poke then shove and roam. He won't ever be able to match your shove or roams.
Leona
Possibly my favorite synergy with Aurelion Sol. You guys just chain CC and never let the enemy team move.
Rell
Same as Leona
Yuumi
Gives you some insane heals, adaptive AP, and loads of movement speed.
Amumu
Almost as good as Leona and Rell. Track where your Amumu is going to gank so you can follow up with EQ.
Lulu
Gives you some nice survivability and movement speed.
Nami
Really good in teamfights. Good CC for you to follow up with and she gives you movement speed.
Thresh
Can follow up in your ganks with your jungler.
Nocturne
Nocturne ults, you EQ and they won't see you coming with your lane sized star.
Shen
He can R you while you're in your E.
Fiddlesticks
Huge AOE ult and fear so you can follow up with a lane sized star.
Lillia
You can get a huge 5-man stun with an EQ so she can get a 5-man sleep.
Kayn
You can help him perma-gank a lane to get him his form early.
Nunu & Willump
Nunu is just a good jungler in general and goes well with anyone. Perma-gank with him and make the enemy botlane suffer.
Galio
Huge AOE knock-up and huge AOE taunt.
Diana
Just like Rell except she probably doesn't need your help.
Zilean
Lots and lots of movement speed, and a revive.
