Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

Honestly think the twitch nerf was a little unnecessary. I mean its gotten to the stage where almost every adc's laning phase has been hit in some way or another (look at Draven, Graves, ezreal]]), causing them to be pretty weak early on. The issue with that is, now the hyper-carries (most notably Vayne) are dominatinag games as they do almost as well as regular carries in lane now and scale much better.
