Cloak and Dagger and Moonflair Spellblade are there if you feel like you need tenacity, but not Mercury's Treads.

Tiamat... is there for the trolls. It has it's uses on Caitlyn - back when I was just trolling (not level 30 :P) I actually had a kill using my ult, someone stepped in between but thanks to the splash my target died anyways XD

Moonflair Spellblade is a great item for casters who need sorcerer's boots to be adequate and get stunned/focused a lot. Kassadin, for example, is two hits from death if he gets stunned and focused in late game and an item like the Spellblade could save his life.
The Haunting Guise is a good item only if the enemy team buys MR like crazy and you need this +20 magic pen to deal a good amount of damage. Void staff does it's job better, but in early game, if you combine it with boots, it negates a negatron cloak. Unfortunately, this item is on the recommended list on LeBlanc, which makes people think it's good even if the enemy doesn't have any bonus MR -.-

I think not, Tiamat triggers damage on nearby enemies, but does not increase attack count.

Well no but Ionic Spark gives you 50% increased AS, but I'm talking about how ridiculous the splash damage would be because of it's passive, imagine a carry who could do all the damage to every target simply by attacking one target! that would be crazy, not saying it would work at all, just a hypothesis :) It would probably only work on characters that already have aoe effects and are AD melee characters because of Tiamat's effect.
Pro advice tiamat not good on Twitch. I do get one if the game is a 90% or more chance to lose in first 20 minutes and enemy is pushing inhibitors. However this course of action has never really worked.
