I think wards are good at the moment, but I can tell you that these changes would be just horrible.

from what i understand, what you want with this imaginary change is an much easier game, u want to be able to gank without any possibilite of being "counter-ganked"
wards are an essencial part of the game, they help get control map but you still got plenty of "free" map to walk around and gank the enemy, you just need to know how to play it right, and plus you still got the oracle to destroy the enemy's wards.
plus wards cost gold, so by buying wards u spend some money that u are going to use to buy more items, so here u got the choice to get better items or have map control.
wards with 25 seconds use are so useless.. nobody would buy them because they would be of no use..

Warding near dragon and running back to bot the ward would be nearly half dead...CV would be better than these wards.
Wards are strong because they're an investment. Just like oracles. It's an important part of the game, vision=map control. Playing LoL without wards/these wards would probably kill it all togehter...Or cook up some completely odd meta where everyone goes mid with random champions/summoners.

Arguing junglers not being able to gank lanes because of it is a somewhat valid point. If they could stroll onto any lane and get kills then ganking junglers would be OP.
If this came into play, though, laners would complain they can be ganked and do nothing about it.

The fact wards exist creates far more interesting play, too. Let's say a jungler wants to gank bot. Since it's bot, we'll assume it's permanently warded. This means they can sneak into the brush for an interesting and surprising gank.
Without wards in that same situation, they'd expect ganks all the time from every direction, would play more defensively, and there would be, usually, one way to gank from. The 'best' way, not the most surprising.
