You can try searching in google "high elo tier list league of legends" it might give you some ideas. That being said, EVERY champion is viable and it just depends on your playstyle and what you want to bring to the team.

What champ do you think is the worst? Tell me, and I'll tell you why ur wrong.
Lets say it is Teemo. Even I think he is the worst champ in the game. But look up The Rain Man in US servers. He is a top 10 solo queue ranked player, and more than half his games are played with Teemo. He can outplay almost anyone with teemo.
Eve used to be thought of as the worst champ in the game hands down. Until people learned how to play her.
People think ezreal is god awful nowadays. But let him get a triforce and a bloodthirster, then tell me that he still sucks.
Mundo is apparently an awful tank, but thats because he isnt a tank, he is an offtank, and a damn good one too. % damage skill shot with one of the best heals in the game. Ur really gonna tell me mundo sucks?
Just examples, but honestly. Pick the one that is your favorite and dont listen to what noobs say. I main Udyr and lots of people think he sucks. Thats just because they dont know how to play him. Same wiht cho gath. for some reason people think he sucks. Pick your favorite.

The rain man is nuts. I was privileged enough to play a 5v5 normal with him and zo0z this one time... the guy goes malady madreds banshees guinsoos I.E.... but anyway. i think the best hero for 1350 that you could learn is nidalee. Seriously, such a great hero, amazing damage.. good utility. A good char cheap is kayle as well.. 450, serious damage :)
