Nah, I'm pretty sure it just means Q is his new one point wonder because it's only useful for CC now. People will max E now for damage and just be more careful using his Q because the cooldown will be 18 seconds until end game as it will be maxed last.
Sooo it'll give a team facing a thresh/X lane a much larger window for punishing a missed hook, right?

Blitzcrank maxes Q for the CDR, so maybe people will still max Death Sentence and forgo his autoattack poke.
Noobs will. Competent Blitzcrank players max Q last, pretty damn sure. You only need to hook somebody once in lane most the time. The lowered cooldown is only helpful if you keep ****ing it up. Same will now go for Thresh. Abusing his godly auto attacks to trade with AD carries is kind of his thing.
Expected MUCH worse.

Not to mention E max would actually benefit Thresh because it's AoE, which helps his AD push after killing their lane.
Believe it or not, this is probably a buff.

Thats what I said to my friend just now, not to mention you're buffing Flay's slow by maxing it, and a lot of Thresh players engage with Flay to line up Death Sentence easier anyway.
yeah the only reason i wasnt maxing E was because the passive on Q was better for poking, now if i land a Q i can press Q again, E for a better slow since im maxing that first now, and then AA with the passive thats now on E

That being said, on the PBE there is currently a change to Thresh that reads:
"Removed the passive from Death Sentence. Added the passive that Death Sentence had to Flay."
Clever Riot. Way to actually make a nerf that makes complete sense and doesn't utterly ruin the champion.
Thresh now actually has to trade cooldown time on his main CC move for more damage in lane, but ultimately keeps the same level of power end game.
