As far as receiving multiple badges goes (instead of just the relevant year/rank), Mowen already addressed that here. She also mentioned in that thread (on page 1) that we'll look into controls for hiding badges for those of you who don't want to show all years/ranks.
I'm not sure what is up with the rank badges, most people don't seem to be receiving anything for Gold or higher, but there are exceptions (as you can see from the post above me). I'm not sure whether it's bugged or it simply needs more time, but I'll make sure to keep an eye on it over the next couple of days.
